Raymond C. Casteline, DrPH, MFS, is a Lecturer at St. Mary’s University with over 20 years of distinguished experience as a public health leader, toxicologist and retired U.S. Army Major (enlisted and commissioned). His career seamlessly blends executive leadership in military, government and academic institutions with a proven passion for academic excellence.

Before joining St. Mary’s, he served as an Assistant Professor of Biochemistry for the University of Nebraska Medical Center’s Interservice Physician Assistant Program (IPAP). There, he was instrumental in shaping future healthcare providers, instructing over 1,000 students in biochemistry, pharmacology and public health with a 100% course success rate. His commitment to impactful teaching earned him the “Instructor of the Semester” award on two separate occasions.

His extensive background in public health and biomedical research includes numerous leadership roles within the U.S. Army. As Deputy Division Chief for Combat Wound Repair at the U.S. Army Institute of Surgical Research (USAISR), he directed four research departments and over 100 personnel, overseeing the development of critical battlefield surgical protocols. In a prior role as Deputy Chief of Orthopedic Trauma Research, he managed more than 20 complex research protocols. His expertise extends to regulatory affairs, having served as a Toxicologist and Reviewer for the FDA, where he evaluated safety and pharmacology data for new and investigational drugs.

His technical experience also includes serving as Laboratory Director for the Guadalupe-Blanco River Authority. Earlier in his career, he conducted high-containment biosafety research (BSL-3/4) on select agents at the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID).

He holds a Doctorate in Public Health (DrPH) in Epidemiology, graduating with distinction from Capella University, a Master of Forensic Science from National University and a Graduate Certificate in Forensic Toxicology from the University of Florida. He is passionate about translating his real-world experience in scientific leadership, regulatory compliance and systems thinking into high-impact classroom learning for his students. His current research interests include peptide therapies for health optimization and applying systems-thinking approaches to clinical applications.
