{"id":268,"date":"2016-10-18T08:41:00","date_gmt":"2016-10-18T08:41:00","guid":{"rendered":"https:\/\/www.stmarytx.edu\/policies\/?post_type=facilp&#038;p=268"},"modified":"2025-09-17T15:00:32","modified_gmt":"2025-09-17T15:00:32","slug":"emergency-generator-refueling-environmental","status":"publish","type":"facilities-services","link":"https:\/\/www.stmarytx.edu\/policies\/facilities-services\/emergency-generator-refueling-environmental\/","title":{"rendered":"Emergency Generator Refueling (Environmental)"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Purpose<\/h2>\n\n\n\n<p>The purpose of this document is to describe the procedures used to reduce the potential for spills during refueling of the four emergency generators located by AA&amp;CC, Charles Francis, Founders Hall, and Blume Library.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Background<\/h2>\n\n\n\n<p>This procedure is a supporting document for the <a href=\"https:\/\/www.stmarytx.edu\/policies\/facilities-services\/oil-spill-prevention-control-countermeasure-environmental\/\">Oil Spill Prevention, Control and Countermeasure (SPCC) Plan<\/a>. The SPCC plan consists of the spill prevention strategy for St. Mary\u2019s University. Four generators that run on diesel fuel serve as emergency power units. The generators have a maximum of 24 hour runtime. The generators are maintained between \u00bc and \u00be fuel at all times. The generators and maximum capacity are as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>G1 \u2013 AACC Generator (70 gals)<\/li>\n\n\n\n<li>G2 \u2013 CF Generator (438 gals)<\/li>\n\n\n\n<li>G3 \u2013 Founders Hall Generator (79 gals)<\/li>\n\n\n\n<li>G4 \u2013 Blume Library Generator (192 gals)<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Applicability<\/h2>\n\n\n\n<p>This document applies to the St. Mary\u2019s University Facilities Services.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">References<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.stmarytx.edu\/policies\/facilities-services\/oil-spill-prevention-control-countermeasure-environmental\/\">Oil Spill Prevention, Control and Countermeasure (SPCC) Plan<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Reference documents<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>NEPA 110: <a href=\"https:\/\/www.vendorportal.ecms.va.gov\/FBODocumentServer\/DocumentServer.aspx?DocumentId=5402056&amp;FileName=36C25020Q0421-003.pdf\">Standard for Emergency and Standby Power Systems<\/a><\/li>\n\n\n\n<li>40 CFR 112: <a href=\"https:\/\/www.ecfr.gov\/current\/title-40\/chapter-I\/subchapter-D\/part-112?toc=1\">EPA Spill Prevention, Control, and Countermeasure (SPCC) Rule<\/a><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Procedure<\/h2>\n\n\n\n<p>Each generator is run weekly between 11am and 12pm to verify and maintain proper operation. Fuel capacity is checked at this time. During emergency operation, the generator is monitored on a more frequent basis.<\/p>\n\n\n\n<p>A portable 50-gal diesel fuel tank with electric pump (12v) is used to refuel the generators. The tank is transported to the generator location when refueling is required. The operator has a spill kit and Zorbent (absorption media) available during refueling.<\/p>\n\n\n\n<p><em>Note:<\/em> The portable 50-gal tanks are filled up by the Grounds \/Automotive division using the fuel-dispensing pump in the Facilities compound. Records are maintained for usage and consumption.<\/p>\n\n\n\n<p>Each generator has a site gauge. The operator monitors the site gauge and tank space at all times during refueling.<\/p>\n\n\n\n<p>If a spill occurs, the operator uses the spill kit and absorbent material to contain and clean up the spill. This contaminated material is then sent to the Grounds\/Automotive division for disposal. All personnel responsible for refueling of generators are trained on SPCC.<\/p>\n\n\n\n<p>Each generator consists of a double-lined fuel tank to serve as containment in case of rupture. Refer to the <a href=\"https:\/\/www.stmarytx.edu\/policies\/facilities-services\/oil-spill-prevention-control-countermeasure-environmental\/\">SPCC plan<\/a> for spill control actions, periodic inspection, and Preventive Maintenance schedule.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Responsibilities<\/h2>\n\n\n\n<p>The Director of Facilities or authorized delegate is responsible for spill control during the refueling of emergency generators.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Training<\/h2>\n\n\n\n<p>All personnel responsible for refueling of the emergency generators must be trained on this procedure and SPCC before engaging in refueling activities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Record Keeping<\/h2>\n\n\n\n<p>Records of emergency generator operation, refueling events, spill incidents, and personnel training is maintained and filed in the Facilities Services\u00a0Office per University Record Retention Policy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Glossary<\/h2>\n\n\n\n<p><strong>Authorized Delegate<\/strong>: An individual or entity that has been granted specific authority to act on behalf of the Director of Facilities.<\/p>\n\n\n\n<p><strong>Emergency Generator<\/strong>: A backup power system that automatically provides electricity when the primary power source fails.<\/p>\n\n\n\n<p><strong>Zorbent<\/strong>: A brand name for a type of sorbent that is designed to be lightweight, highly absorbent, and environmentally safe. Sorbents are commonly used for cleaning up spills and \u00a0removing pollutants.
