Steven Richard Neiheisel is an award-winning lecturer, internationally published writer, educational philanthropist and national leader in civic education. Dr. Neiheisel earned the Ph.D. at Washington University, St. Louis, and teaches Leadership and Organizations and Nonprofit Management. He lives in San Antonio and Cincinnati.

Alexander E. Briseño is Professor of Public Service in Residence at St. Mary’s University. He is a retired City Manager of the City of San Antonio, Texas, where he managed the municipal government as directed by City Council, oversaw an annual budget of $1.2 billion and supervised the activities of all City departments, with over 12,000 employees, serving a community of more than 1.1 million residents and 417 square miles. Mr. Briseño teaches the Introduction to Public Administration and Policy and the Management of Public Budgets courses. Recently, he served as the Interim President of the San Antonio Hispanic Chamber of Commerce, the Interim President/Chief Executive Officer (CEO) of the San Antonio Water System, as Interim President/CEO of the San Antonio Technology Accelerator Initiative (SATAI) Network, and as the Interim Executive Director of the Brooks Development Authority. He currently serves as Chairman of the Board of Trustees for the San Antonio Water System and as a member of the Board of Managers for the Bexar County University Health System. He is a native San Antonian and he and his wife, Mary, have two adult children.

Henry Flores is a Full Professor of Political Science and Dean of the Graduate School at St. Mary’s University. During his tenure, he has served as the departmental chairperson for two terms and directed both Graduate Programs in Public Administration and Political Science. He is the author of The Evolution of the Liberal Democratic State With a Case Study of Latinos in San Antonio, Texas (2003) and coauthor of Mexican Americans and the Law (2004). A native San Antonian, Dr. Flores graduated from Central Catholic Marianist High School and St. Mary’s University receiving his B.A. in Political Science and a minor in English. He received both his M.A. (1975) and Ph.D. (1981) from the University of California, Santa Barbara in Political Science. Dr. Flores is also an Army veteran of the Vietnam War serving two tours (1969–1971) with the 1st Cavalry Division where he served with the 1/7th Cavalry, commanded an artillery battery with the 1/30th Artillery, and was Deputy Chief of Staff of the Division. Since 1986, Dr. Flores has also served as an expert witness in more than 50 federal voting and civil rights lawsuits. Dr. Flores teaches classes at both the graduate and undergraduate levels in Public Administration, Public Policy, Urban Politics, and Research Methods and Statistics.

Frank J. Garza has been an Adjunct Professor and Graduate Faculty member with the Public Administration graduate program since 2003. Mr. Garza teaches "Ethics and Public Officials" and "Basics of Municipal Law" courses in the program. He is a member of the Davidson & Troilo law firm, where among other things, he chairs the firm's Practice Management Committee and Public Law Section. Educated at Trinity University (B.A. 1983) and Catholic University Law School in Washington, D.C., (J.D. 1986) he is licensed to practice before the United States Supreme Court, Fifth Circuit Court of Appeals, Western District of Texas, Northern District of Texas and has been licensed by the State Bar of Texas since 1987. He is on the Board of Directors of the Texas City Attorney's Association, a member of the International Municipal Lawyers Association, and has taught over fifteen Continuing Legal Education Courses in the areas of municipal law, ethics as well as employment law. Mr. Garza's legal career includes working as an Assistant City Attorney for the City of Dallas and the City Attorney's Office in San Antonio, Texas. In April 1997, Mr. Garza was named City Attorney to the City of San Antonio, where he managed the entire City's Legal Department, and advised the City Manager, City Council, staff members and other City officials concerning the legal duties relevant to their office. Mr. Garza is currently the City Attorney for the cities of Balcones Heights, Bulverde, Sabinal, Terrell Hills, Karnes City, Hondo, Helotes and Poteet as well as providing legal services to the cities of San Antonio, New Braunfels, Pearsall, Cotulla, Tyler, Alamo Heights, Seguin and Laredo. He is also General Counsel for VIA Metropolitan Transit, Brooks Development Authority and Cibolo Canyons Special Improvement District, City of San Antonio Police and Fire Civil Service Commission, Civil Service Commission and New Braunfels Fire Civil Service Commission. A native San Antonian, Professor Garza and his wife Alma have four children.

Monica Cruz, M.PAff., is an Adjunct Professor and Graduate faculty member and Assistant Director of the University's McNair program. She teaches Public Policy and Planning and Texas Politics. She completed her Masters in Public Affairs from the LBJ school in 1999 and also currently teaches in the political science department (Texas Politics, American Government, Women and Policy and Social Policy). Cruz brings a considerable amount of work experience, including a stint with the Center for Public Policy Priorities in Austin, the Texas Senate and the City of San Antonio. A native of the Rio Grande Valley, she and her husband, Tony Villanueva, reside with their two children in San Antonio.

Arturo Vega, Ph.D., directs the Public Administration Graduate Program at St. Mary's University. He received his doctoral degree from the University of Oklahoma, Norman, Oklahoma, in 1990, where he served as a fellow at Carl Albert Congressional Research Center. At St. Mary's University, he teaches courses in American government, including the Legislative Process, the American Presidency and Public Administration and Policy. He has also previously taught graduate courses in program evaluation, urban planning, public policy analyses and research methods in public administration. Since the early 1990s, Dr. Vega's research focuses on urban public policies, municipal structures and public health disparities. He has participated in over a dozen community research projects, evaluations and community needs assessments. Over the several years, Dr. Vega has conducted program evaluations for the City of San Antonio, Department of Neighborhood Action, "City Sweeps" Program, for Hispanas Unidas, Inc., "Escuelitas Project"—an after school, pre-teen intervention program for elementary and middle school latina youth, the Annie E. Casey Foundation "Making Connections-San Antonio" project, Proyecto Alimento at St. Philip's College and "Decisions for Life" with Baptist Children and Family Services. His recent research has included works on representative bureaucracy, social capital and voting behavior in San Antonio, and U.S. Latinos. His teaching interests include Public Policy, Urban Politics and Planning, Program Evaluation, Ethnic and Minority Group Politics, Research Methods and American National Politics, specialization in U.S. Congress. Dr. Vega and his wife Sue have four children.
